Traffic DepartmentThe Traffic Department maintains all records pertaining to traffic citations issued to persons in Pasco County. We also collect all fines, assist those who elect to attend a driver improvement course, and set court dates for those who wish to contest an infraction violation.
Driver's License RecordsA person may obtain his/her driver's license history from the Clerk & Comptroller's Office. The base fees are $14.25 for a 3 year history and $16.25 for a 7 year or lifetime history. Additional charges may apply. See Section 5 of Ch. 322.20.

Red Light Camera Violations
Effective July 1, 2010, Florida Statute 316.0083 was created establishing a procedure related to Red Light Camera violations. The law allows a municipality, county or the state to operate red light cameras to enforce red light traffic violations.

Traffic Citation OptionsIf you are charged with a civil infraction you have five options:
Option 1: Pay Civil Penalty in Full
Pay the civil penalty within 30 days of receipt of citation, points will be assessed if applicable. Payments received after 30 days, regardless of postmark, will incur an additional $23.00 delinquency fee.
Payment of the fine must be received in the Clerk & Comptroller's office by the compliance date (within 30 days from receipt of citation).
Payments may be made by one of the following methods:
- Pay in person Monday – Friday 8:30 a.m. – 5:00 p.m., excluding holidays

Mail the check or money order to the appropriate address above. The check or money order should be made payable to Paula S. O'Neil, Clerk & Comptroller and it should be for the amount noted on your citation. Be sure to include a copy of the citation and to indicate the citation number on the check or money order. Payments received after the due date, regardless of postmark will incur a $23.00 late fee.

Authorized cardholder must be present to grant use of debit or credit card.
Acceptable credit/debit cards are Visa, MasterCard, Discover, or American Express.
All credit/debit card transactions will incur a 3.5% transaction fee based upon the total amount being paid.

NOTE: To elect this option, payment must be made no later than the 29th day after receiving citation. For example, if the citation was issued on January 1st, the online payment must be made no later than midnight on January 30th.
You will not be able to pay your traffic citation online if any of the following apply:
- a late fee has been assessed
- the traffic citation relates to your vehicle registration, insurance, or driver's license
Paying your citation is an admission of guilt and, if applicable, points will be assessed on your driver's license.
Option 2: Elect to Attend Driver Improvement Course
Elect to attend an approved State of Florida driver improvement course to avoid points being assessed. To elect this option the civil penalty must be paid and accompany an affidavit to elect defensive driving school form within 30 days from receipt of the citation. Note: The ability to enter into a payment plan is waived when selecting this option and there is no reduction in the civil penalty.You may not elect to attend a driver improvement course if you have been charged with:
- A driver license, registration, insurance or non-moving violation or
- A mandatory court violation
- You have not elected to attend traffic school within the preceding 12 months.
- You have not elected to attend traffic school more than 5 times within your lifetime.
- You do not hold a commercial driver license.
- If you are unable to pay the civil penalty due to financial hardship you may request authorization from the court to satisfy your civil penalties through a public works or community service program.
When selecting the driver improvement course option to satisfy your citation, you must certify,
pursuant to Florida Statute 318.14(9), that:

A list of approved driver improvement courses is available online from the Florida Department of Highway Safety and Motor Vehicles or listed in the yellow pages of your local telephone directory under "driver instruction" or "traffic schools." It is your responsibility to contact the agency of your choice.
Course must be completed within 60 days of election and upon completion you are responsible for filing the certificate with the Clerk & Comptroller's office.
Certificate of completion will not be accepted after the due date and failure to submit by the due date will result in applicable points being assessed to your license. Failure to submit a certificate of completion within 60 days of election will result in a $23.00 late fee and an $18.00 penalty. This election will count as one of 5 times within your lifetime.
Option 3: Request a Payment Plan
A payment plan option for a maximum 90 days from the citation issuance date is available by completing a Payment Plan Application and paying the $25.00 payment plan application fee. The completed application and application fee must be mailed or hand-delivered to the applicable office location indicated below. Note: Election to attend a driver improvement course is waived when selecting this option.
Option 4: Plead Not Guilty and Request a Court Hearing
If you choose to enter a not guilty plea and contest the traffic citation in court, you must notify the Clerk in writing within 30 days of the date the citation was issued to request a hearing using the Plea of Not Guilty form. You may deliver this completed form to the Clerk & Comptroller's office in person or by mail within 30 days from receipt of citation. When you choose this option, you plead not guilty and you waive your right to pay the fine or elect to attend a driver improvement course.
After receipt of this completed form by the Clerk, you will receive a notice from the Clerk advising you of the date and time of your hearing. If you reside outside of Pasco County, you may attend in person at your own expense or be heard at the hearing by way of an Affidavit of Defense. Subpoenas will be issued for the law enforcement officer as well as any witnesses listed by the officer. You are responsible for making sure any witnesses you want to testify appear at the hearing.
If you are found guilty you may, in some cases, be fined up to $1,000, plus court costs and/or be required to attend a driver improvement course.
Option 5: Plea of No Contest and Request for Withhold of Adjudication
A Plea of No Contest allows you to ask the court to withhold an adjudication of guilt without having to go to court. The judge will determine whether to grant or deny your plea, absent a court hearing. If you choose to file a Plea of No Contest, you agree to waive your right to a speedy trial. In addition, you will still be required to pay the civil penalty and may be ordered to attend defensive driving school or the Advanced Driving Institute.
You must pay $17.74 at the time of filing the Plea of No Contest form. This fee covers the cost for a driver's license history and postage to return your disposition. If the fee is not submitted with your plea, no action shall be taken and you may be subject to the imposition of a delinquency fee and your driver's license may be suspended.
You may not elect to attend a driver improvement course if you have been charged
with a driver license, registration, insurance or non-moving violation or a mandatory
court violation, or possess a CDL driver's license or CDL Learner's Permit.
Payment of the civil penalty without election of a driver improvement course waives your right to elect.
